ALLACAPAN, Cagayan, Sept. 23 (PIA) - The Philippine Drug Enforcement Agency (PDEA) on Sept. 17 declared the Municipality of Allacapan as drug-cleared after it complied with all the requirements set forth by the Barangay Drug-Clearing Oversight Committee.
Mayor Harry D. Florida said the support of the Philippine National Police (PNP) and the cooperation of the Allacapenos helped them to be declared as a drug-cleared municipality.
Allacapan is composed of 27 barangays with one barangay earlier declared as 'drug-free'.
Florida urged tokhang responder and all the Allacapenos to maintain the drug-cleared status of their town.
The town's drug-cleared status came after a rigid scrutiny of the requirements and verification and validation processes, including the 14 parameters set by the Dangerous Drugs Board (DDB) under its "Strengthening the Implementation of the Barangay Drug Clearing Program" board regulation.
PBGen. Jose Mario M. Espino, regional director of Police Regional Office 2, said the tokhang responders should always have a community involvement.
Espino suggested that the 427 tokhang responders who had gone through rehabilitation program should be trained by the Municipal Disaster Risk Reduction Management Office to become 'search and rescue volunteers' and serve in their respective barangays.
Aside from the ceremonial declaration, the Regional Oversight Committee on Barangay Drug Clearing Program also inaugurated the Balay Silangan located at barangay Daan-ili in Allacapan town.
The establsihment of the Balay Silangan is one of the requirements needed for the declaration of a town as drug-cleared which will shelter drug surrenders with the objective of reforming them into self-sufficient and law-abiding members of society.
Allacapan is now the fifth municipality in Cagayan province to be declared as drug-cleared to include the municipalities of Sta. Teresita, Sta. Praxedes, Rizal and Calayan Island.
The PDEA hopes for more towns in Cagayan province to be declared as drug-cleared in the months to come. (MDCT/MJCP/PIA 2-Cagayan)
